My guess here is that Wei Gao was summoned to some ceremony involving Minister (Chief Minister?) Wang. It is possible that Xue Tao would not even have been present. Minister Wang demonstrated his prowess of brushing seal script characters in gold on red paper. The substance of the work was apparently a quote of what the Lord of Heaven said when he descended to the giant mulberry tree from which the sun rises. Twin banners indicate he created a pair that would go on either side of a door or gate. Afterwards, Wei Gao (or successor) told Xue Tao to send the minister an appropriate acknowledgment of the privilege of attending such a tremendous event...
